Role creation via missing security API authorization

Improper authorization in Apache Superset before 4.1.0 allows remote authenticated users to create roles through the security API. When FAB_ADD_SECURITY_API is enabled, the Flask-AppBuilder role endpoint accepts role-creation requests from lower-privileged accounts without enforcing the administrator-only authorization boundary. The affected range begins at 2.0.0, and exploitation requires a logged-in lower-privileged account because the feature is disabled by default.
