Service hang via unbounded recursive HTML parsing

Denial of service in Django 4.2 before 4.2.17, 5.0 before 5.0.10, and 5.1 before 5.1.4 allows remote attackers to hang applications. The strip_tags() function repeatedly feeds nested incomplete HTML entities through HTMLParser without limiting recursive passes, causing extreme CPU consumption. Exposure requires an application to pass attacker-controlled text to strip_tags() or the striptags template filter; the resulting impact is a service hang.
