Cross-site scripting in Apache VCL 2.1 through 2.5.1 allows remote authenticated users to elevate a specified user's privileges. The userLookup function accepts the userid parameter without character or length validation before rendering it in the lookup form. Exploitation requires User Lookup access, typically restricted to administrators, and a crafted URL or induced click; successful script execution raises the selected account's rights.
