Improper rate limiting in Trend Micro ID Security 3.0 and earlier allows remote attackers to trigger unlimited verification emails. The email-verification request path accepts repeated unauthenticated submissions without throttling or another request limit. No account, privileges, or user interaction is required; repeated requests consume messaging resources and can interrupt the service.
