Unauthenticated request impersonation via execution after redirect

Authentication bypass in OPEXUS FOIAXpress Public Access Link 11.1.0 allows remote attackers to submit requests as other users. The portal returns submission-page content with an authentication redirect instead of halting request processing, allowing a client to expose the form by treating the 302 response as 200. No account is required, and the exposed form accepts an arbitrary email address while a separate validation endpoint reveals registered addresses.
