Incorrect access control in NovaCHRON Smart Time Plus before 8.6 R 1.01 B1017 allows remote attackers to restart NCServiceManger via a GET request. The /iclock/Settings handler accepts restartNCS=1 without authentication and invokes the service-restart function. The service must already be running under an active license; roughly 400 repeated requests caused Tomcat and the web application to fail.
