Remote process crash via inconsistent Variant dimensions

Reachable assertion in open62541 1.4.6 allows remote attackers to crash binary-decoding processes with crafted input. During UA binary decoding, a Variant's ArrayLength is not validated against its ArrayDimensions, so inconsistent values reach the fuzz_binary_decode assertion and abort the process. The published proof requires the OSS-Fuzz harness, while CISA rates the path as unauthenticated and network-reachable; impact is limited to a process crash.
