Authenticated submission disclosure via unchecked user identifier

Missing authorization in Autolab 3.0.0 through 3.0.2 allows remote authenticated users to download other users' assignment submissions. The download_all_submissions action finds the User named by the request ID and queries that user's submissions without verifying that the record matches current_user. Any logged-in student who knows another user's ID can read that student's files, including instructor test submissions.
