Log disclosure and tampering via permissive ACLs

Incorrect file permissions in affected Kubernetes kubelet releases allow local users to read or modify Windows container logs. The pkg/util/filesystem code fails to set restrictive Windows ACLs on container log files, leaving read access to BUILTIN\Users and write access to NT AUTHORITY\Authenticated Users. Exploitation requires a local account on a Windows node; it exposes log contents and permits tampering without interrupting workloads.
