Bluetooth service hang via reentrant destroy callback

Improper locking in affected Linux kernel versions allows local users to hang Bluetooth management through local HCI commands. hci_cmd_sync_dequeue runs a pending command's destroy callback while shutdown code holds the HCI device mutex, and completion handlers acquire that mutex again. Reachability requires a trusted Bluetooth management socket with CAP_NET_ADMIN; a successful trigger blocks the command worker and interrupts Bluetooth service.
