Host denial of service via stale IRQ-chip state

Improper KVM state management in affected Linux kernel releases allows local users to cause arm64 host denial of service via vCPU setup. After KVM_RUN enables the timer but fails because the requested vPMU is absent, repeated KVM_ARM_VCPU_INIT consults stale userspace_irqchip_in_use state and reaches WARN_ON in kvm_timer_update_irq(). Exploitation requires local KVM device access and deliberately incomplete virtual interrupt and PMU setup; no data disclosure or modification is reported.
