Guest dependency disclosure via job artifact access

Missing authorization in GitLab allows remote authenticated users with Guest access to read private-project dependency lists through job artifacts. Artifact browsing applies job-artifact access instead of dependency-list permissions, exposing CycloneDX reports that the UI and API deny to Guests. A private group project must run dependency scanning and retain its report artifact; disclosure is limited to the dependency inventory.
