Local privilege escalation via stale qdisc class

Use-after-free in Linux 4.14 through 6.13-rc1 allows local users to gain kernel privileges through crafted traffic-control qdisc trees. Queue length is decremented after qdisc_tree_reduce_backlog(), suppressing an empty-child notification and leaving a freed class in its parent's active structure. CAP_NET_ADMIN in the target network namespace is required; user namespaces can supply it, after which the stale class enables kernel reads, writes, control-flow hijacking, or a crash.
