Local service interruption via unlocked RCU timer rearm

Race condition in the Linux kernel allows local users to interrupt service through concurrent access to an RCU monitor timer. The kfree_rcu_monitor function rearms monitor_work.timer without holding krcp->lock while kvfree_call_rcu reads the same timer expiration under that lock. Low-privileged local access and precise timing are required, and the published impact is limited to availability.
