Service interruption via clock-table array underflow

Out-of-bounds read in the Qualcomm GENI serial-engine driver allows local users to interrupt affected Linux systems. On its first iteration, geni_se_clk_tbl_get() compares the rounded clock rate with a nonexistent prior entry and reads before these->clk_perf_tbl[]. The affected Qualcomm GENI hardware path must execute, and the reported consequence is limited to service availability.
