Endpoint crash via cleanup without reference clock

Denial of service in Linux 6.10's Qualcomm PCIe endpoint controller allows local users to crash the endpoint SoC via a PERST# sequence. The qcom_pcie_perst_assert path invokes dw_pcie_ep_cleanup and pci_epc_deinit_notify while host-provided refclk can disappear, so cleanup register accesses fail. The crash requires a Qualcomm endpoint SoC dependent on the host's refclk and local low-privileged access capable of initiating the reset sequence.
