Local service interruption via faulting ARM cacheflush

Improper user-access handling in Linux 6.10 through 6.11.9 allows local users to interrupt service through the ARM cacheflush syscall. The __do_cache_op function calls flush_icache_user_range without enabling user access, so PAN blocks the cache-maintenance access and causes a fault. Reachability requires a 32-bit ARM LPAE kernel with PAN enabled and low-privilege local execution; the reported consequence is limited to availability.
