Service interruption via IPv6 socket accounting race

Race condition in the Linux kernel before 6.12 allows local users to interrupt service through concurrent IPv6 socket processing. The TCP and DCCP IPv6 receive paths clone and charge packets for listening sockets while sk_forward_alloc can be updated concurrently without the socket lock. A low-privileged local user must win the race; corrupted socket-memory accounting reaches a kernel warning and can disrupt availability.
