Scheduling fault via soft-IRQ timer expiry

Availability flaw in LoongArch KVM in Linux 5.19 through 6.11.8 allows local users to trigger a scheduling-while-atomic fault. arch/loongarch/kvm/timer.c starts the virtual CPU software timer without hard-expiry mode, so PREEMPT_RT moves expiry to soft-IRQ context before kvm_restore_timer cancels it with preemption disabled. Reachability requires a LoongArch host running KVM with PREEMPT_RT and a local user permitted to exercise a virtual CPU; the demonstrated consequence is a kernel scheduling fault.
