Kernel crash via premature UFS RTC work

Denial of service in Linux kernel 6.8 through 6.11.7 and 6.12-rc1 through 6.12-rc6 allows local users to cause a kernel crash. The ufshcd_rtc_work queue calls pm_runtime_get_if_active before UFS runtime power management is initialized, causing a spin-lock kernel oops. Reachability requires a UFS controller with RTC update work active; the bounded consequence is a kernel crash.
