System hang via UFS runtime-suspend deadlock

A deadlock in the Linux UFS core in versions 6.8 through 6.11.6 allows local users to hang the system during runtime suspend. The ufshcd_rtc_work worker calls synchronous ufshcd_rpm_put_sync() when usage_count is zero, entering runtime suspend, whose callback waits to flush that same worker. Low-privileged local access and an active UFS device are required; the bounded consequence is an availability-only system hang.
