Persistent network offload failure via missing error unbind

Denial of service in Linux kernel 6.8 allows local users to leave network offload unusable via duplicate clsact block indexes. In tcf_block_get_ext(), a failed xa_insert() leaves a FLOW_BLOCK_BIND operation without the corresponding FLOW_BLOCK_UNBIND teardown. Network-administration capability and hardware-offload support are required; recovery requires a reboot or driver rebind.
