Improper peer handling in Bitcoin Core before 25.1 allows remote attackers to delay block downloads via stalled block announcements. The block-download logic waits up to 10 minutes for an announcing peer that withholds the full block or missing transactions before trying another peer. Multiple attacker-controlled connections can repeat the delay, slowing network convergence and disrupting node liveness and mining payout fairness.
