Peer-processing denial of service via unknown inventory types

Denial of service in Bitcoin Core before 0.20.0 allows remote attackers to consume a processing thread via a malformed GETDATA message. ProcessGetData fails to discard inventory entries with unknown types, repeatedly revisiting an unconsumed entry instead of advancing or returning. Any network peer can trigger sustained 100% use of one processing thread and about 1.5 MB of added long-term memory per attacker peer, while other peers continue to be processed.
