Device disruption via truncated DHCPv6 ADVERTISE

Out-of-bounds reads in RIOT 2024.04 and earlier allow remote attackers to disrupt devices with malformed DHCPv6 ADVERTISE messages. The _preparse_advertise and _parse_advertise functions iterate over options without first ensuring that enough bytes remain for a dhcpv6_opt_t header. The DHCPv6 client must process the crafted response; the documented consequence is unstable or inconsistent device operation, not data disclosure or modification.
