Guest run-detail disclosure via unrestricted webhook audience

Improper access control in Mattermost allows remote authenticated users to read linked playbook run details through a webhook event. The custom_playbooks_playbook_run_updated event sends full run data without restricting its audience when a linked run is marked finished. A guest account in the linked channel is sufficient in 8.1.0 through 8.1.12, 9.5.0 through 9.5.3, and 9.6.0 through 9.6.1; the reported consequence is disclosure of run details.
