Private-network content disclosure via unrestricted federation requests

SSRF in gomatrixserverlib before commit c4f1e01 allows remote authenticated users to read private-network content via federation. The fclient federation transport and DNS cache dial resolved destinations without applying allow or deny CIDR controls, including after redirects. A low-privileged federation peer can induce outbound connections to reachable private hosts and receive returned content; no integrity or availability impact is reported.
