Moderator email disclosure via ignored visibility setting

Information disclosure in Discourse stable 3.3.2 and beta or tests-passed 3.4.0.beta2 allows remote authenticated users to read screened user emails. The admin dashboard's Screened Emails list returns full addresses to moderators without enforcing the moderators_view_emails setting. Moderator privileges are required, and the exposure is limited to the confidentiality of email addresses associated with screened entries.
