Pipeline authorization bypass via mismatched pipeline identifiers

Authorization bypass in GitLab allows remote authenticated users to bypass required pipeline success checks through the commits API. The Set Pipeline Status of a Commit API accepts a commit SHA paired with an unrelated pipeline_id and creates a successful external pipeline instead of rejecting the mismatch. An API token and a merge request requiring a successful pipeline let the crafted status become the latest pipeline, permitting a merge despite a failing real pipeline.
