Authenticated group settings modification via overbroad permission

Improper access control in GitLab CE/EE 17.0 through 17.0.3 and 17.1 through 17.1.1 allows remote authenticated users to alter group URLs. The group update route accepts broad group attributes when authorization succeeds through admin_compliance_framework, extending that narrow custom permission to general group settings. A Developer assigned this custom role can submit an authenticated update to rename the group path, breaking existing namespace URLs and permitting other unauthorized setting changes.
