Revoked-script execution via unchecked stage restart

Approval bypass in Jenkins Pipeline: Declarative before 2.2218.v56d0cda_37c72 allows remote authenticated users to restart revoked scripts. The restart-from-stage path reuses the main Jenkinsfile from an earlier build without rechecking its current Script Approval status. Item/Build permission and a previously approved script whose approval was revoked are required, enabling that script to run in a new build.
