Policy bypass via incorrect port-range rule precedence

Layer 7 policy bypass in Cilium 1.16.0 through 1.16.3 allows remote attackers to access HTTP paths denied by an L7 rule. The eBPF datapath policy-map lookup treats a partially wildcarded destination port as fully specified, gives the broader L3 entry precedence, and skips L7 proxy redirection. Exposure requires an L3 allow rule with an identity and port range plus an L7 allow rule for a port inside that range; matching requests can reach paths outside the L7 allowlist.
