Unauthenticated API access via invalid token acceptance

Improper authorization in Budget Control Gateway before 1.5.2 allows remote attackers to access protected API content with invalid tokens. The authentication middleware accepts dummy or incorrect tokens and returns HTTP 200 with endpoint content instead of rejecting the request with HTTP 401. Network access to a protected gateway endpoint is sufficient, and the exposed content depends on the routed microservice.
