Background-job suppression via MD5 argument collisions

Weak hashing in Nextcloud Server 28.0.0 through 28.0.9 and 29.0.0 through 29.0.6 allows attackers to skip background-job queuing. JobList hashed serialized job arguments with MD5 and treated matching argument_hash values in the jobs table as the same job, so a collision suppressed insertion. Exploitation requires low-privileged network access, user interaction, and a chosen MD5 collision; the bounded consequence is failure to schedule the collided job.
