Authenticated IRC command injection via channel names

Command injection in Matrix.org matrix-appservice-irc before 3.0.3 allows remote authenticated users to execute IRC commands as the bridge bot. The provisioning channel-name schema accepted ASCII control characters, including IRC line terminators, and passed the resulting name into downstream IRC messages. Authenticated provisioning API access is required; injected commands run with the bridge bot's IRC identity and can read or alter IRC-visible data.
