OAuth nonce prediction via weak random generation

Weak nonce generation in LocalShop WebService::Xero 0.11 and earlier allows remote authenticated users to predict OAuth request values. The Agent and PublicApplication modules construct OAuth nonces with Data::Random rand_chars, whose default entropy ultimately comes from Perl rand(). Successful exploitation requires valid Xero API credentials and user interaction, and affects OAuth exchanges generated by the consuming application.
