Arbitrary file read in Craft CMS 3.5.13 through 4.12.6.1 and 5.0.0-alpha.1 through 5.4.7.1 allows remote authenticated users to read server files. The Twig dataUrl function accepts an absolute path in a system notification template, reads the referenced file, and Base64-encodes its contents into the generated email. Exploitation requires write permission to system notification templates, the ability to trigger the matching email, and access to the delivered message.
