Secret disclosure via Apps custom resource storage

Information disclosure in SUSE Rancher 2.8.0 through 2.8.9 and 2.9.0 through 2.9.3 allows remote authenticated users to read Helm secrets. Rancher Manager writes complete Helm values directly into Apps custom resources instead of Kubernetes Secrets, exposing embedded credentials to anyone with GET access and copying them into audit logs at level 2 or higher. The chart must contain sensitive values; catalog disclosure requires Apps GET permission, while log exposure also requires API auditing at level 2 or higher.
