Stored script execution via unsanitized cluster descriptions

Stored XSS in Rancher UI 2.9.0 through 2.9.3 allows remote authenticated users to execute script via a crafted cluster description. The cluster-description tooltip passes stored HTML to v-tooltip instead of the sanitizing v-clean-tooltip directive. A victim must view the affected description; the injected script runs in that viewer's browser context and can read or alter accessible data.
