Authenticated SQL injection via concatenated API key

SQL injection in LiteLLM before 1.40.0 allows remote authenticated users to read or alter database data through /global/spend/logs. The global_spend_logs function concatenates the unvalidated api_key parameter inside a quoted WHERE clause and submits the resulting raw SQL query. A valid low-privilege API key and a configured database make the route reachable; injected SQL can disclose or modify stored spend data.
