Service corruption via environment-variable expansion overflow

Stack buffer overflow in affected RTI Connext Professional services allows attackers to corrupt data or interrupt service. Cloud Discovery, Observability Collector, Queuing, Recording, and Routing services write beyond a stack buffer while parsing startup XML that expands external environment-variable references. Local configuration-file access reaches every affected service; Routing Service is also remotely reachable through its load administration command when topic protection is absent.
