Arbitrary file writes via configset ZIP traversal

Relative path traversal in Apache Solr 6.6 through 9.7.0 on Windows allows remote authenticated users to write files outside configset roots. The uploadFileToConfig method resolves attacker-controlled ZIP entry names and writes them without verifying that normalized paths remain beneath the configset directory. Low-privileged access to the configset upload API is sufficient, and resulting writes carry the Solr process's filesystem permissions.
