GitHub token disclosure via debug logging

Credential exposure in Atlantis before 0.30.0 allows attackers with log access to obtain GitHub App tokens during rotation. The githubAppTokenRotator.rotate method writes each freshly issued token into debug logs instead of recording only rotation success. A deployment must use GitHub App integration and expose its logs; a stolen token permits impersonation of the app with its assigned GitHub privileges.
