System halt via invalid peer-management IOCTL sequence

NULL pointer dereference in OpenVPN ovpn-dco for Windows 1.1.1 allows local users to halt the system via invalid I/O control messages. After a NEW_PEER IOCTL fails, the SET_PEER path requests the context of a null WDF timer object instead of rejecting the missing timer. An unprivileged local process can trigger the sequence; the resulting WDF_VIOLATION bug check crashes Windows, while normal OpenVPN client behavior does not issue it.
