Stored XSS in ArcGIS Server 11.3 and earlier allows remote authenticated users to execute JavaScript in a victim's browser through a crafted link. Esri locates the flaw in REST Services under OGCFeature and Map services but has not disclosed the exact failing encoding operation. Exploitation requires publisher capabilities and a victim to click the stored link, limiting impact to browser-side confidentiality and integrity.
