Stored XSS in Esri ArcGIS Server through 11.3 allows remote authenticated users with publisher rights to run JavaScript via a crafted link. Esri identifies the locus as BUG-000172296 in the Server Admin API but has not disclosed which field stores the link or how output encoding fails. Exploitation requires publisher privileges and a victim to click the stored link; the resulting script execution has low confidentiality and integrity impact.
