Signature-verification crash via cross-filesystem cache rename

Improper exception handling in Notary Project notation-go 1.3.0-rc.1 allows local users to crash signature verification during CRL checks. The crl.(*FileCache).Set method creates a cache file in the system temporary directory, then passes it to os.Rename across filesystems without handling the resulting EXDEV error. The crash requires a separate temporary-file mount and a CRL-only revocation path, and it aborts signature verification without affecting confidentiality or integrity.
