Administrator account creation via tokenless imported study

Cross-site request forgery in JATOS 3.9.3 allows attackers to create administrator accounts through an imported malicious study. Administrative GUI requests accept state-changing actions initiated by imported study content without validating a CSRF token. Exploitation requires an administrator to import and run the crafted study, after which the forged requests can create, change, or delete users and studies.
