Stored script execution via unfiltered storage key

Stored XSS in Chamilo LMS 1.11.26 and earlier allows remote attackers to execute JavaScript in another user's browser via storageapi.php. storageapi.php accepts svuser=0 because storage_can_set equates it with the unauthenticated session ID, then returns stored svkey data without XSS neutralization. No account is required to plant the payload, but another user must load the stored data for the script to run in that user's browser.
