XXE in Power TAC Simulation Server 1.9.0 allows remote attackers to read sensitive data or execute code through crafted XML. BootstrapDataRepo.readBootRecord creates a DocumentBuilderFactory that permits DOCTYPE declarations and external entities while parsing bootstrap data from an attacker-controlled URL or file. Reachability requires control of the bootstrap XML source; entity resolution can trigger server-side requests, disclose local data, or execute code in the server context.
